I currently have a SSRS report as follows:

I have a requirement to add department to this report and page break by department.This is the expected format:
Dept Name:Engineering
CategoryTotalClaimsSumofClaimAmounts
154 6950.45
2 32 3240.25
3 0 0
Dept Name:HumanResources
10 0
2 0 0
3 0 0
I am getting data to the report from a stored procedure and department field comes from a different table than what is already in the stored procedure. When I join the department table in the stored procedure. I am only getting data if corresponding total claims and sum of claim amounts exist.i.e I am only getting
Dept Name:Engineering
CategoryTotalClaimsSumofClaimAmounts
154 6950.45
2 32 3240.25
3 0 0
I want the total departments that exist in department table in the report with page break for each and corresponding values if there are any.
