how to select prev / Next

I have a table with the two coloms.

Date                          refno

04/04/2013                  1              

04/04/2013                  2           

04/04/2013                  3            

04/04/2013                 4               

04/04/2013                 5   

04/03/2013                  1              

04/03/2013                  2           

04/03/2013                  3  

04/02/2013                  1

now I want to select next and prev

first it must select by date and then by refno.

Please help.
