Verify that sufficient permissions have been granted and Windows User Account Control (UAC) restrictions have been addressed

I'm getting below error when running the SSRS report (http://servername/Reports/Pages/Folder.aspx)

Microsoft.ReportingServices.UI.FolderPage+InsufficientPermissionsToRoot: User 'xxx' does not have required permissions. Verify that sufficient permissions have been granted and Windows User Account Control (UAC) restrictions have been addressed.

Currently, in the "Reporting Services Configuration Manager" under the "Service Account", I am using user 'domain\Administrator' (selected the "Use another account") option.

This 'domain\Administrator' is my login for entering windows server 2008 R2 standard VM (windows account with administrator rights).

Done below things:

1) The UAC is "Never notify",

2) IE openned under administrative right,

3) C:\Program Files\Microsoft SQL Server\MSRS11.MSSQLSERVER and assigned full control security for "Everyone" and "domain\Administrator" user to "Reporting Services" folder

4) Added "http://localhost" and "http://servername" to trusted site in IE and put all to lowest setting

5) Verified that "domain\Administrator" belong to the "Administrators Group",  I even add "SQLServerReportServerUser$servername$MSRS10_50.MSSQLSERVER" to the user group (i felt weird why it is MSRS10_50 because I'm using SQL server 2012 upgraded from sql server 2008, but anyway... that is the one used by "domain\sqlservice")

6) Verified that net localgroup administrators domainA\domainA_user /add

System error 1378 has occurred.

The specified account name is already a member of the group.

I am not able to view the page because of above error. My understanding is that some people have no problem in accessing the page under admin, but not in user mode. My case is that even in the admin mode, I'm not able to access it...

I'm new to SSRS and just managed to view the report service directory (and the report I deployed too) under

http://servername/ReportServer/

Recap, http://servername/ReportServer/ no problem, http://servername/Reports give me problem.

I appreciate any help to make me able to view the page...

Note: This SQL server is SQL server 2012 developer, which is upgraded from SQL server 2008 R2 Developer

Observation: In Reporting Services Configuration Manager>Database>Current Report Server Database Credential, no matter how I changed the login account information, everytime I openned the page in browser, it will always show the failure for "domain\Administrator". I cant figure out how to change it... Any help?
