Change csv timestamp value

hi,

I have csv file having timestamp column in the format given below:

26-Sep-12 5:19:58 PM kolkata

there are thousand such enteries.

I want to change this format to :

2012-09-26 17:19:58 +05:30 Kolkata

please help.
