SSRS 2017 Data Source Name Disabled

We have SSRS 2017. When I go to the web portal to add Data Source, the name field is always greyed out or disabled. I always have to Remote to actual report server open the Report Config Manager and wait 15 minutes for the field to be enabled. It almost like it needs to warm up something. Am I missing any configuration here?
