Expression not executed when the row or column containing it is hidden

I am working with SQL Server 2017. I use VS 2017 as my report builder for SSRS. I have an issue with a Payroll report I'm converting from Crystal Reports. I have rows that tally an amount that is associated with a payroll code. I use a function that populates variables based on the PR Code and a PR category. It does so correctly but when I hide the increment function it never gets called. Expression not executed when the row or column containing it is hidden.

Has this been fixed.? It is a MAJOR flaw in your reporting services.
