Use static data in a report

What is the best way in SSRS 2005 to use a list of static data.  For example, I have a two datasets that calculate actual values for new sales by (1) region and (2) service line.  I have a budget (goal) for each region and service line.  This data is not in a table so it is not included in my dataset.  I want to take my actuals for each row in each dataset and compare it to the budget so I can calculate the difference.  For example, my dataset would return a value of $500,000 in sales for the midwest region and I want to display the budget of $600,000 with a difference of -$100,000.

I just don't know where to put these static budget figures in order to be able to use them in the table object.  I thought of entering them in as a parameter but get stuck after that.  Any help would be appreciated.
