SSRS Reporting ( Time Line Chart X- Axis as Start Date And End Date )

I am using VS 2015

How to develop the timeline chart with x-Axis as min = start date and Max = end date where the bar colour should be in  GREEN -  if an alarm is in the inactive time interval and RED -  if Alarm is in an active time interval state

where for each and every instance has their independent active and inactive time snap. 

For the reference, I Have attached the output Chart.
