I'm doing some testing with the predefined roles in SSRS 2016. I'm confused about the functionality of the Report Builder and Publisher roles on the web portal. I know that the report builder gives users the rights to create and edits reports. Publisher gives the rights to deploy reports and manage the report folder. My confusion comes in when I assign the report builder role to my test user: why doesn't the "+New" button appear so that my user can select "Paginated Report" or Mobile Report"? Is it expected for Report Builders to open up the Report Builder program on their own and save the report to the instance? When I granted my test user Publisher rights, the button I was looking for appeared with the other privileges that come with the role. It seems that there is no way for users in the Report Builder role to prompt Report Builder to launch via the web portal. If someone can clear up my confusion, I would greatly appreciate it.
Also, I did see this in the documatation: To create and modify reports in Report Builder, you must also have a system role assignment that includes the "Execute report definitions" task, required for processing reports locally in Report Builder.
I granted the test user System User rights, but nothing changed as far as the web portal is concerned.
