Long Forms and KeepTogether in SSRS

I have a long form letter that I am using a mail merge with SSRS.

The form letter can be from 2 to 3 pages.

I treated each paragrah in the form letter as a text box and selected keep together.

Unfortunately, sometimes the first page contains header and footer but with no body and sometimes the paragraphs are broken together and not kept together.

Any ideas how to work around the issue?
